North Carolina Secretary of State Announces World Wide Notary as an Authorized Electronic Notary Solution Provider
Vernon, TX -- (03/20/2007) -- World Wide Notary (Privately Held Texas Corporation). The commitment of the North Carolina Secretary of State’s Office to making that State a clear leader in electronic commerce was demonstrated last week at the North Carolina 2007 Electronic Commerce Summit. Held in conjunction with an Educational/Legislative Conference of the North Carolina Association of Registers of Deeds, Secretary of State Elaine F. Marshall announced World Wide Notary and three other vendors as Authorized Electronic Notary Solution Providers in North Carolina.
Secretary Marshall spoke passionately on the importance of the e-notarization initiative in providing a progressive infrastructure so e-commerce and business can flourish in North Carolina and the United States. Guest speakers at the conference, David Stewart and William P. Fritzlen of the U.S. Department of State, gave updates on the United Nations General Assembly treaties that affect e-commerce for the U.S. and for the electronic apostille initiative in Rhode Island.
Over the past 10 years, North Carolina’s legislature has constructed the legal framework to provide the state with the capability of using electronic processes to execute legal documents, contracts, real property instruments, court filings and other documents. The National e-Notarization Commission, chaired by Secretary Marshall, was instrumental in the development of the National e-Notarization Standards approved by the National Association of Secretaries of State this past July. These standards marked an important step in solidifying best practices, procedures and standards for e-notarizations.
Secretary Marshall said this step forward will be vital to North Carolina’s economic future. “North Carolina government has to keep up with the state’s businesses for those businesses to keep up with the competition. This technological leap forward will create exactly the kind of progressive business climate that we need in order to continue competing with the top states in recruiting new companies.”
“We applaud Secretary Marshall’s due diligence in assessing eligible electronic notarization solution providers for their program,” said Bob Rice, CEO of World Wide Notary. “North Carolina’s Electronic notarization Director, Ozie Stallworth, and various e-notarization committee members have been studying best practices in e-notarization and put us through stringent reviews regarding security and oversight of notary validation. They have demonstrated resolve to be a leader in e-commerce and will prove to be a viable model for other states to emulate.”
“It was wonderful to see such a collaborative effort being supported by the Registers of Deeds, the Department of the Secretary of State and the U.S. Department of State to make this initiative a success in North Carolina. Everyone involved in stimulating e-commerce must work together to educate industries on e-signing and e-notarization benefits,” said Sheila Hemphill, Vice President of sales for World Wide Notary. “This technology will positively enhance the compliance and efficiency of conducting business while saving time and money.”
