Austin, Texas - February 11, 2009 - Hart InterCivic, a leading provider of Election and Geo-content solutions for state and local governments, today announced the Federal Bureau of Reclamation (Phoenix Area) is using Hart InterCivic DocAtlas to give the region’s water reclamation stakeholders anytime, anywhere access to geospatial-related documents.

In 2007, the Bureau selected DocAtlas to provide ready access to essential engineering and legal documents needed for water reclamation activities. DocAtlas provides bi-directional linkage between geospatial information stored in a Geographic Information Systems (GIS) database and electronic documents stored in a Microsoft SharePoint repository.

Unlike previous approaches, which consisted of searching through file folders and file cabinets in multiple departments, DocAtlas allows users to quickly find and access documents in real-time according to their relationship to a geographic location. With an intuitive, browser-based, GIS interface, users can easily retrieve project documents associated with a feature on a map.

"We have different groups - Planning, Environment, Engineering, Land Management - who work independently, but on the same projects," said Jeremy Dandron, IT Specialist for the Bureau’s Phoenix Area office who is spearheading the DocAtlas initiative. "We needed a collaboration tool that would make it easy for these groups to find all documents associated with a particular area."

According to Dandron, DocAtlas will improve operational efficiency and team productivity by providing reliable access to all documents associated with a reclamation project. In addition, DocAtlas will address a problem that Dandron foresees with growing numbers of government workers retiring in the next 5 to 10 years.

In the past, when people left, there wasn’t an easy way to retain what they had been working on. A document could be on their desk or on a CD, and you might never find it. The possibility of losing vast amounts of historical information was significant, "said Dandron. "With DocAtlas, we’re able to systematically store, organize and maintain documents for the long term."

The Bureau’s various departments are currently loading documents into the SharePoint repository after which the GIS department will geographically link the documents to mapped features. The system is expected to be fully operational within six months.

"The Bureau of Reclamation has taken a forward looking approach to managing their location based documents and information," said Neil McClure, Chief Technology Officer, Hart InterCivic. "The volume of content for federal, state and local agencies to manage continues to grow posing a significant challenge for efficient retrieval, especially when sharing information is essential. A map-based directory structure for information retrieval is the right approach for the future and the Bureau has moved ahead of the curve."
